WASHINGTON, Sept 1 (Reuters) - Almost every citizen of the world will

have the chance to cast a vote next year, marking the first time that

nations will use their entire populations to determine who will lead

them, the United Nations General Assembly said on Thursday.

On Feb. 29, 2011, the 193-member General Assembly adopted a

resolution calling for the 2010-2015 Millennium Development Goals, a

series of goals adopted by world leaders in 2000 to reverse the

problems of extreme poverty, disease, education and hunger.

The resolution calls for the election of the next world leaders at

the next UN General Assembly on Sept. 20, 2011.

Only this time, when the delegates from the UN's 193 member states

meet in New York, every UN resident will have the chance to cast a

vote.

Until now, voting has only been in some places on issues such as

whether to declare war. The UN General Assembly was the first

organization to require voting in all its decisions, and that

experiment has spread to organizations from the United Nations to the

International Chamber of Commerce.

The results will be analyzed by a Global Governing Council of 250

experts that will be appointed later this year, along with 7,000

technical experts.

They will be asked to provide "unprecedented advice" to the 193-

member General Assembly, said the UN's political chief, Jeffrey F.

Sterling.

Candidates have already been announced, and some analysts believe

there is a good chance of a win for a consensus candidate to succeed

UN Secretary-General Ban Ki-moon.

Other countries are expected to be represented in the high-level

election by their ambassadors.

Once the winners are chosen, a new 191-member General Assembly will

be elected in September 2012, and a new 191-member Security Council
