I'm having the problem with the WD Passport external portable drives and I noticed in this thread that the issue is likely the mac pro not delivering enough voltage to the drive. I think the responder hit the nail on the head. My drive works fine on my macbook pro which does deliver more voltage and power drives do work with the card, but not connected to the card. So it looks like this problem is unfixable for those who bought it for connecting portable drives that are not powered externally like the WD passport.

Power Usage Alerts : - For stable operation, do not connect it to more than two high power-consuming devices, such as 1 TB hard drive. - For Mac OS users, the devices on the PCI-E card will disconnect if the computer goes into **sleep. - This USB 3.0 PCIe card is not meant to serve as a stand-alone charger.
**To minimize power usage during sleep, power is removed from PCIe cards. Because of this power-saving specification, the USB 3.0 PCIe card is unable to maintain USB port power during sleep. In OS X, this result in a storage device disconnect upon wake from sleep. The storage device will automatically remount, but the system reports a disconnect message. Because Mac OS X flushes all caches before sleeping, this disconnect should never result in any loss of data.
I also have a CalDigit USB 3.0 express card and CalDigit have provided drivers for OS X 10.10. This card does work on OS X 10.10 sometimes. On Mavericks the StarTech was more reliable and I also like it because it fits flush, so I can leave it in place when putting the Mac in a carrying case/bag. The StarTech and CalDigit cards both work on my Mac booted into Windows 7 (BootCamp), so I know the cards work and work with the Mac's hardware.
This StarTech Ecusb3s11 expresscard did work successfully with OS X Mavericks 10.9 when I used GenericUSBXHCI.kext with this (because StarTech only provided Windows drivers.) I had to also use IOPCIFamily.kext from a previous OS X 10.8.x as Apple broke support for ExpressCard on mid-2010 MacBookPros - there are threads of discussion on it on some forums. Using the IOPCIFamily.kext copied from a machine (luckily) running 10.8.x (before Mavericks) fixed the expresscard so that I could use GenericUSBXHCI.kext But fortunately in 10.10 IOPCIFamily.kext is fine because the CalDigit expresscard works in it, so only need to deal with getting GenericUSBXHCI.kext working on 10.10.
I think the ongoing support is because some Macs with built in USB3 used the FL1100 chipset and therefore those Macs that are on the supported list for Sierra that have this chipset will work. Therefore Macs which can have after-market/3rd-party FL1100-based USB3 cards added to them via ExpressCard (notebooks) and PCI (Express) card (desktop - Mac Pro) will also be supported by the OS.
However, keep monitoring the situation for future versions of Mac OS X, in case the list of supported Macs changes if they drop those Macs with FL1100 support and therefore leave out the driver for it in future versions of the OS to focus maintenance costs on hardware that they choose to support.

I bought a WiFi PCI-e card for my Mac Pro mid2010. It doesn't work even on Bootcamp Windows 10. The problem is that it came with a power cable which I assume should be connected to a USB pin on a PC motherboard, but as much I searched on my Mac logic board, it does not contain any of such pin. Do you guys think I can use a SATA power port, like the one available for SuperDrive? I appreciate your instruction.
I don't know if you ever got this figured out or not. But, I was having this problem as well. I finally found an answer. You can use that card, instead of a mini-PCIe card if you want to. You do need BT Data. That's the cord coming off of the card labeled USB Data-/Data+. From my understanding, it is not a power source you need, but you need the Data connection for Bluetooth.
I just realized your card might be Wifi only. I see that you have 3 antennas, whereas mine has 4: 1 for BT, and 3 for wifi. I thought from the "Combo card" in your title that it was a Wifi & BT Card. However, I don't know why it would need Data -/+ if it wasn't BT also. Which is it?
Otherwise, if it is wifi only, maybe you could remove the card from the PCIe adapter and see if just the card fits in the mini PCIe slot the original wifi card came in. It looks like the actual wifi card is installed on the PCIe 'sled' in a mini PCIe slot.
